[テーマ・趣旨]

2100年を見据えた戦略的な国土幹線交通デザイン:

日本が人口減少局面に入ってから約20年が経過した.この間に九州,北陸,北海道の各地方新幹線の部分開通に加えて,リニア中央新幹線が着工されている.また国内主要都市への国際便の増加や円安,中国に対するビザ緩和などを背景として,インバウンド観光客は約670万人(2005年)から約3700万人(2024年)に増加している.このように幹線旅客サービスは供給と需要の両面において根本的な変化を遂げており,これに対応する国土の幹線整備・利用に関する政策が求められている.

この研究会は,21世紀四半の振り返りを踏まえつつ,来る三四半世紀を見据えた幹線交通整備を論じる.既存ストック活用,人口動態,社会的要求水準,産業の国際競争,環境適応,地域間公平性などの多面的な視点から論じ,戦略的な国土計画・幹線計画の可能性を探ることを目的として開催する.

[Purpose]

It has been approximately 20 years since Japan entered a period of population decline. During this time, regional Shinkansen lines in Kyushu, Hokuriku, and Hokkaido have partially opened, and construction of the Linear Chuo Shinkansen has commenced. Concurrently, the number of inbound tourists has grown significantly—from approximately 6.7 million in 2005 to about 37 million in 2024—driven by factors such as increased international flights to major domestic cities, yen depreciation, and visa relaxation for travelers from China.

These developments have brought about fundamental changes in long-distance passenger transport, both in terms of supply and demand, underscoring the need for policies that address future development and utilization of long-distance transport systems.

This symposium will examine the future of long-distance passenger transport over the next three-quarters of a century, drawing insights from the past quarter-century. Discussions will address strategic approaches to national land use and long-distance transport planning from multiple perspectives, including: Effective utilization of existing infrastructure, Demographic trends and social demands, International industrial competitiveness, Environmental adaptation, Regional equity and balanced development.
